Did 'Encapsulate the beam' mean wrapping Tyvek around entire beam, covering the beam, or something else?

LVL is NOT suitable for the exterior application according to the manufacturer, Weyerhaeuser.
Beams of a 1covered porch that have a covering and waterproofing roof, which is very limited chance of exposing to the weather, can use LVL?

Existing house has top plates at 8'-0" high, but the owner wants to raise to 13'-0".
I'm thinking of two ways of extending the studs.
First way is to install 5'-0" new studs on top of existing top plates and Simpson straps on both sides of studs from new studs to old studs passing top plates...
In many cases of constructions, I've seen contractors brought sandbags rather than compacted fill.
At sloped grade, the heights of boundary grade beams vary and sometimes its height can be 4-5 feet.
Do these grade beams not require design as 'retaining wall'?
Contractor brings sand bags under the slab on grade. I don't know how they compact sand bags. They usually stack them up to the bottom of slab on grade and install membrane and rebars, and then pour concrete.

Fortunately, these structures will be floating on river, not ocean. I may not think of wave action, but water load (AASHTO) seems big enough to consider very carefully.

My dock and house are a lot different than the photo.
I was thinking of using pile system with pile rollers, so the structures are allowed to move up and down according to water elevation...
I have researched many web sites, design examples and code books, but really couldn't find any applicable and helpful references for designing a boat dock and boat house.
These structures will float on the water and move up and down depending on the water level, so flood load really doesn't...
