In many cases of constructions, I've seen contractors brought sandbags rather than compacted fill. At sloped grade, the heights of boundary grade beams vary and sometimes its height can be 4-5 feet. Do these grade beams not require design as 'retaining wall'?

Contrator's point is that NO dowels are needed when NO construction joints are created with monolithic pour. Agree?

Contractor brings sand bags under the slab on grade. I don't know how they compact sand bags. They usually stack them up to the bottom of slab on grade and install membrane and rebars, and then pour concrete.

Most time, I used L-shaped slab-to-grade beam dowel bars, but a contractor prefers pouring monolithic concrete with no dowels. Pros and cons?
