    If you are 100% sure this is a conductor issue disregard. Is it possible that your swivel is not doing its job between the bull rope/pulling cable and the grip? and your pulling rope/cable is twisting? unwinding the ACSR. Just a thought.

    I wouldn't worry too much about the insulators failing on 12kV. If you have some in question it would be a good job for an apprentice to learn to change them out hot.

    My experience is never try to save time by shortcutting on powerline construction. It may be a good time to have a good look at your equipment and change out questionable insulators, crossarms, conductors, etc. Build it right the first time.

    I would think you could bond your grounding strap to one of the the roller bolts. Then check continuity between the gate and grid at several pionts of closure.

    My reasoning is; I am sending for bids on this unit for removal in October. I cannot remove the bushings until that time as it is still in service. Oil sample is a good idea as well. I think I'm confident enough now that the windings are copper to claim it as such. Thanks.
