Also, one polymer over another may be more allowable in percentages of regrind. I have seen many parts which are acceptable from 100% regrind. On the other hand I have seen a good number of parts fail when using just 5% regrind.

You are also reminding me of another valid point where "5Fish" could be experiencing failure from.
If the material (PE) is being stored in a damp place it could allow excess moisture to accumulate on the material and cause vapor to be trapped within the hinge area during molding.

My guess is that the results you are seeing is most likely due to chip load in the fluted parts of the reamer. I am assuming that the shaft of the reamer is true and straight.
28" is long way to go!
You may want to try a highly experienced wire EDM company or a Gun Driller...

I have always had to make the changes manually.

I have seen the 3D View program by Actify work very well.
You may want to have your customer save his files to IGES format, if all you want to do is view the file information.
