a lot of tank farms have tanks that are that close together that you can only just walk between them. They probabably all need retaining bunds so in that respect they might want them close together in the same bund.
if it's worked for a long time then it is probably not the design of the gearbox but some other factor that you & Terry mention.

GA's generally show the full assembly with critical dimensions & weights. The parts (detail/engineering) drgs show full dimensions to enable manufacture of individual items.
If there's not many dimensions needed, then the part could be made from a GA drg. saves the draughtsman time etc.
