the /regserver is the solution: it does modify the windows registry to one dedicated catia level.
so when you have more than one catia v5 on your computer you can run the /regserver in order to tell windows which v5 is the "active" one in the registry.
Now if you have v5 and 3DX, I am not sure...
another solution... using measures
bring your assembly into a top level product
inside this top level, create a second product in which you will create a part with a planar surface
move the part away from the original product
measure the distance between the 2 sub level product

if both p1 and p2 have the same position to start with, if you move p1 to new position, you can align p2 with the same new position of p1.. no math involved here.
1 p1 = p2
2 p1 move to new position p1' so p1' ≠ p2
3 you align p2 with new position p2'=p1'

DO you want to show a fake value (line = 132 but value = 150) or do you wan the geometry to adapt to new value?
in your case it seems the value will drive the geometry (not a fake value) Is that what you want ?

If you have the front view, you can VBA the creation of the section view using DefineSectionView , check the v5Automation.chm file
with no front view you can use DefineStandAloneSection and provide all parameter based on plan selection... have fun.
