You should open a new part file and create a new coordinate system (where the part will be). You should use Part copy command and use the coordinate system option (what you cretaed) in the dialog box.

Do you have 32bit Standard Parts database yet?
If yes. You should copy this all folder (Solid Edge Standard Parts) onto your pc. After this you should define the path of the smapinifile.sac (Solid edge button--> Solid Edge option--> File locations).
