I believe that as long as both obects are open in Pro/E (i.e. in memory) at the same time, using the rename in Pro/E for the part and drawing will maintain the proper associations.

I use 2001 and this exists for me. Select Create>>Solid>>Hole and then select Standard Hole (options are for straight hole, sketched hole, standard hole). You then have the option for a tapped hole or a clearance hole (using radio buttons) and then there are check boxes for Add Thread Surface...
I think that you need to create the relations outside of the table. In Menu Manager -> Relations click add relation. Then set d2=d1+0.25, etc. When d1 is updated all the other dims will update as well. Relations can also be accessed under Info -> Relations and parameters.
