I am not sure about the relationship between "k" and bearing pressure. I did find the relationship between passive pressure and "k" for pile design.

In piling for the horizontal loads,the horizontal sugrade reaction plays therole and for submerged (below water table)horizontal subgrade reaction is much lower than the dry sand subgrade reaction value.

There are several unknown factors such as height of pole, flaking size etc.
