You can use the "Bathtub" curve.
That is the investments(buying new equipment and maintanance) through the time.
On the left, year 1, you buy the equipment (high investmenst. then in the years after that the investment will drop. till you reach a time period that your investment will be stable...
Just apply the risk and profit over the total estimation excluding your contingencys.
10% -15% for profit and risk is a bit high.
use for profit and risk separete values.
And make a good contingency estimate.

You can use a factor for calculating the engineering work out of the total construction cost (10% and 35% for example)(12% till 15% for petroplant grass root) (revamp 25% en 35%)(fine chemical 17% till 25% grass root).
You can break that down in 30% for project spec and 70% for detail design...
I think your question is a bit rough.
What kind of burner? what is the capicity etc.
You told us that it is for an detailed engineering project. So you must have more info for us.
