B31.3 is for newly constructed piping assemblies, it does not address corrosion monitoring guidelines. I think that is what you are talking about. Base lines for corrosion monitoring is up to the owner and should be specified. API 570 is the piping inspection code for inservice piping.
One more comment. Refer to CSA B-51 to determine how it should be registered. Another note is that if there are no pressure vessels either directly or indirectly linked to the strainer, ie: in a storage tank facility etc. then it is outside ABSA durisdiction and need no registration at all...

Normally you can spray an overlay on or what a lot of people do is put on a weld overlay with Inconel then machine to desired profile. I have done this on excanger gasket faces in the past.

You will also need to understand the welder qualification groupings for specific electrodes to ensure the welders are qualified for the P number of base materials. These are called "F" numbers.
