Under Element>Dimensions>TerminatorSymbols>Arrow>Cell place the name of the cell that you want to use for your terminators. Of course, you must have that particular cell library attached beforehand.
Microstation will not allow you to attach a 3D file to a 2D file . . . either convert your file to 3D (via File>Export>3D) or convert the reference file to 2D.
