Cost will vary quite a bit depending on rock type, cut depths, distance to structures of concern, political climate of neighbors, geographic location, and the required project timeline.
$10 sounds like a resonable price for just drilling and blasting. I've seen projects go for much more...
Actually, I specialize in this area. Every project is different. Only someone with a lot of experiance and licensing in blasting should write specifications, etc.

There is actually a new system out for initiating blasts. Its close to the Ikon system but much cheaper. Its manufactured by SDI in Southern Califorinia.

Rock Volume in Construction blasting is based on bank cubic yards. This is rock in place.
In blasting, you must drill deeper then needed to facilitate breaking the rock to grade. this extra drilling is called subdrill. Many contractors will try and charge for this.
So, accepted practice is...
If part of the footing our on solid rock and the otheres are not, your house will settle and crack rather quicky.
Everything should be on the material that is the most solid.
I have seen this type of cracking a lot!

I have to monitor dust generated from rock drills and rock crushing. Is there any sampling equipment available that's easy to move or handheld?

Blasting can be accomplished in any environment and is the most cost effective and efficient way to remove rock. Even if significant cracking occurs, grout or concrete will remedy the problem.
Most footings and foundations in New York City have to be blasted. Other structures and buildings...
Cheapest would be to strip it off and map the joint sets. If you are not familiar with this process, you can buy some software called Wipjoint. Available at Wipware. But, I would actually drill and strip. Bewteen the two, you would be able to create a great model and take away the guess...
Hire a professional who does these as part of their normal business. Surveys should be conducted by a third party when possible.
The best source for preconstruction surveys for pile driving and rock blasting is a book by Lewis Oriard: The Effects of Vibrations and Environmental Forces...
Totally depends on the structural geology and rock type. In may situations, bolting may not be required.
What type of rock is it and what type of structural geology?

Just use resin bolts. 6' will easily give you 18kips. you can install them with a jackleg pretty easily. Willians, SAS stressteel, and Dywidaq are your best sources.

Use hole plugs or tar paper to cover the holes. Sometimes, the plugs will freeze in the holes which is bad too.
We use cut up conveyor belts and tar paper. Make a tar paper cone and stick it in the hoel to keep out debris, etc. Leave about a foot sticking out to make it easy to remove.

It will be highly unlikely to cause any problems from blasting in this type of situation. Its extremely shallow and wouldn't be any different then excavating without blasting.
I also live in New England and work in the explosives engineering industry. New Englanders can be very litigiuos and...
