I saw a low budget solution, The company simply hug the ceiling tile 12" below the fixtures with a 6" horizontal overlap. This however was for smaller offices.

It may effect the cooling and leave the motor more susceptible to contamination. The magnetic circuit is within the stator. If the stator, which is iron holding the windings, is not dissolved it shouldn't effect the operation unless the cooling is somehow compromised.

Sounds like your ground is not connected properly or is corroded. Your step and touch potential should be no more than 70 volts. Do not disconnect the ground lead. The frame should be bonded as well. I am not familiar with you model of LA.

Sounds like you may have a voltage drop problem to the ballast. Check the switch and ballast supply voltage. I don't know if you have the wrong ballast for the installation, the manufacturer will tell you if it is suitable.

Vibrations could be caused from electrical issues.
