I looked at some trial holes for a house (2 storey). The ground make-up was generally loose sand (3ft) over soft blue cobbly clay (10") over running sand.
I am assuming a raft foundation would suit this situation, are there any specific issues relating to the ground conditions I should be...

Is the applied load from the pipe is purely shear I would assume 0.6 x the capacity of the rod (ref BS 5950). Generally the load from the pipe for each bracket should also be factored appropriately taking into account its dead weight and the Imposed or live load of the material in the pipe.
If a precast drive pile is broken I would normally have a pile driven either side and form a cap over the origional pile. A piling contractor recently had a broken pile and drove a new pile in tight to the origional (1No.).
