FYI: As msquared48 alluded to, the method of obtaining the hole for the anchor is critical; hammerdrills will cause spalling on the inside face of ungrouted CMU cells that will not be evident.

Also, instead of doing just a mea culpa with your boss, think about presenting a solution along with your 'discovery'. Problems are much more palatable when their served with fixes.

If you can find it, there's a great design guide for foundations supporting vessels called PIP STE03350. It also provides a decision tree towards evaluating whether a ringwall foundation is appropriate for your tank.

To address the where-do-I-locate-the-vapor-barrier question, please see ACI 360R where there is a convenient flowchart decision tree. The only more devisive topic do lather up a group of civil/structural engineers is probably guardrail design, but that's a different thread altogether.

I have HSS carbon steel beams supporting stainless steel checkered plate as part of a platform. Can these two items be effectively welded? Is cathodic action a significant concern?
