But PL-C lamps has starter in it and starter can be of different voltage ratings 110V, 220V. Am i right?
If a PL-C lamp has 110V starter, will it work with 220V ballast?
I have got capacitors of two different brands. I used multimeter and found that both are of same Farads i.e. (10 micro Farads).
How can i find which one is of better quality?

Can someone tell me the names of substances/alloys used in manufacturing of metal base (E-27, E-14, B-22 etc) of lamps.
I have seen some manufacturers whose bulb's base are very very shiny. What substance do they use to make the base shiny ?
