Figured it out. There were some DNS problems so I added the route directly into our DNS Servers HOSTS file. Also included the route on the local Win7x64 machine. All good now.
Pretty interesting situation that I would like to get some feedback on.
We can connect from work via a XP x64 machine and multiple XP x32 machines without a problem. From home via VPN they can still attain a license using XPx32. We have 2 users that are now using Win7 x64 and for some reason...
