It is possible you don't have the Sweep Command, depending on what level of Solid Edge you bought. Here is a sneaky way to do it no matter what Solid Edge you have. Just let the magic of rounding in Solid Edge do it for you. See here:

Very often if crashes are significant and random, its the graphics card driver. You should check the driver you are using and see what others with FX4600 use or check the graphics card website.
After looking at this, I think there is a better geometric solution to where the rib joins the part from a mfg/design standpoint. If the rib were tangent to the round, you wouldn't have the messy situation where you have a 90 degree round right next to much shallower connect angle.
