There are a couple of things you can try
1. If on a switchboard adjust the low voltage trip and also the voltage imbalance trip, this will increase the tollerance to low voltage situations.
2. If on a VFD do the same and dependant on the VFD you may be able to adjust the ride through time...

I'm talking about the system curve. If it's flat, and I think that's where the greater % of the head requirement is friction, a change in speed via a VFD will move the pump operating point along the system curve. Therefor, if it's flat, rate will change but head remains almost constant

There are cables designed for just such an application. They are strapped to the side of the tubing to ensure fluid mobility the length of the tubing.
These can be run with an ESP or without, Centrilift manufactures cables for this type of application.

From personal experience, I disagree with the comments made by phex. Having lived in hot climates most of my life (Australia, Saudi, Kuwait) I prefer any method whereby the sun's rays are prevented from striking glass. This is mainly because you can't get any heat transfer that way...
My understanding of the leakage current is that if it stabilises or reduces during the rest period when the ultimate test voltage is reached the cable is good.

I agree with tstead, you are asking a lot of any pump, why is the VSD not an option?
If it is purely the capital cost of the VSD then I would imagine that a lot of this can be offset by the pump efficiency gains.
