Hi,
You can do you're drawing in Autocad, finish and and save the drawing as a dxf or dwg file. Then open MicroStation and open the dwg or dxf file.
In MicroStation you save the drawing as DGN-file and you are finished !!
I am making a settingsmanager for the organisation.
I have made some libraries : textstyles, levels,and cells, and scales.and save them in <name>.stg
So now I have filled my settingsmanager and made some txt settings. But when I testing every thing goes right except the textstyles. For exemple...

Maybe you can solve the problem as follow
find out where the elvel may be used
use key-in : LEVEL USAGE
then you see of a level is in used bij models, cell or dim Style
after that you can try : LEVEL ELEMENT DELETE
or LEVEL ELEMENT DELETE DEST:<level name>
