1) If your using 2 different manufacturers to supervise weak engineering, update your engineers.
2) We have never paid for a Schweitzer repair in 15yrs. They have warrantied everything so far...
3) Tech/engineering support for SEL relays is second to NONE!

What is your total N current as a % of full load?
If the units are paralleled to the grid they sould be fine running in PF mode.
What type of regulators? Is there a droop CT input?
Have you tried running your 600kw paralleled with the 2nd unit off?
Precisely why we commisson equipment, gathering baseline data with temp correction and himidity recordings. On well maintained equipment you typically don't see dramatic changes between EPM's. Always refer to the NETA standards for device testing & insulation resistance limits.
One more point on the In Phase Monitor type switches. If the gen freq is closely matched to the Normal source it may not drift into the sync window for minutes. I've seen them sit there for 20 minutes. I've instructed customers to check their gen (depending on the governor type) matching speed...
