My advice, for HVAC and Fire Protection get experience and your PE rather than a Master's degree. I do not see how going deeper into working with the Darcy Weisbach equation will give you experience in design.

If you mean, will you provide supply air along with exhaust, then the room should be negative (actually it should always be negative). The air that you pull out can come from adajacent rooms (not 100% OA), but keep in mind the effect this will have in adajcent systems too (S=R+OA)...

Be careful about the FE and PE requirements, check your state's rules. In Pennsylvania, the 4 year requirement only starts to count AFTER ISSUANCE (aka not "the date you took the test") of the EIT certificate.
