From what she told me the interface is very different, she mentioned that it did not have tool bars per say but when you hovered over a feature it gave you only the options you can do to that feature if that makes sense...

It looks ok to me apart from I have specified custom.
i.e.
objProp = objDoc.Properties("Custom")
I have done this for draft files so not sure if it will work in the part properties.

What I think you are after then is to basically hide the section cutting plane?
If so then you do not need to create a layer you can just hide this line.
To do this:
1. Right click o the section view.
2. Click properties.
3. There should be a check box with the following text:
