I have gone through API620 in detail and found no requirement for RT of annular plate, annular plate thickness & width calculation unlike API650. I am just curious about the possible reasons, as API620 tanks seems to be more complex.
As stated by JStephen. As per API 5.9.5.6, in my opinion as well, lowering of walkway is just for safety purpose of worker in case of open top or external floating roof. And as per 5.9.5.2 in case of lowering the wind girder another curb angle is also required at the top.

No There is no tabulated graph i think. This is a logarithmic scale and you can interpolate between the values graphically. I have used same example values to interpolate graphically.
