Max percentage of reinforcement allowed in columns in the UK to BS8110 is 6% of the gross concrete area and 10% at laps. Eurocode recommends 4% and 8% respectively

In 'Notes on ACI 318-08' P6-31 the bar area calculation for tension and compression reinforcement uses different steel stresses e.g. 60 and 58.7 psi.
Does anyone know the reason for the two stresses or is it a typo?

Here in England (uk) steel portal frames for industrial sheds are very common. I get the feeling that bolted and haunched knee joints are not how it's done in the USA. If not do you use fabricated welded plates for these joints or something else.
