I am running AB 6.4 on XP sp1,FAT file system.
FAT can handle file size upto 2GB.
I noticed that once my my .STT file size exceeds 2GB the program terminates.
How can I reduce .STT file size?
Is there something like FREQ paramater for controling this file size?
Use initial stresses to stress your model . you can read in initial stresses from a file.See documentation for details of command and an example problem.

but tets and triangular shells are still not as good as hexahedrons and general shells respectively and I am still sceptical of using them wherever high strain gradients are involved.

The three have to be combined coz an earthquake shakes your structure SIMELTANEOUSLY in all the three directions.
Well,COSMOS uses "SRSS:Square root of sum of squares"method to combine these responses to get the net response.I am not sure if anything similar is there in ANSYS.
Your question is not clear.1.Does the load varies from +20KN to -20KN ?if yes,it is correct to apply the load directly or by giving proper displacement so that the load varies from +20KN to -20kn in each cycle
