- flatness of the orrice place
-edge - should not reflect light
-thickness
-roughness
-angle of bevel
-concentricity
- diameter

You can't replace the pipe using the straighten plate. All you can do is to reduce the lenght of this pipe, i.e 7 diameters upstream and 3 downstream, depends who is you turbine supplier.
