In the strange way things work here, I have to prove that its cheaper to buy one than build one.
I would rather send the samples out, but that involves a different set of challenges.

The ASTM B 117-3 section 9.1 mentions the Air Saturator Tower and section 10.2 mentions the Atomizer Tower. I am assuming that they are the same thing. If they are not can you tell me what the difference is.

I need to know the center of gravity of a machine in water. Can I assume that the center of gravity is the same in water as out of it. There are no voids in which air can be trapped and none of the materials used are buoyant.
