What code covers the welding of steel pipe lines coming from an ASME Section 8 stamped compressed air receiver? Is this the ANSI B31.9 code? (the system has a 130 psi safety relief pressure). Does the applicable code require certified welders to make the pipe welds?

AWS D1.1 does not consider any weld joint, welded from one side with backing, that is not steel to be pre-qualified. welding with copper backing, ceramic backing, etc.will require procedure qualification.
