Test it with a distance constraint. Either intersect your solids (I know it seems stupid, but there is no end of trouble with tangency), or set it to zero.

Put a point on the face that gets the hole. Start hole - pick point - pick face. The hole will follow the point. Many times I need a point for something anyway, so I let the point control it all.

Watch out for storing two things with the same UUID in the same file folder or opening them up in the same session. The CAT will not always manage the links the way you want. It is easily fixed with the replace link mentioned above.
