The same happens when you copy holes around a circle as in a pcd only in this case it puts a hole at the centre of the pcd.
Very annoying as the hole call out wizard calls up one hole to many and the shop floor guys ask where it is
or you have to open up the array and get rid of the extra hole...

The 3D sketches are saved as a part and inserted as such in further parts and assemblies that become the models
PDM is used to control issue control and status
It is working well so its not broke and doesn't need fixing.

Another point in this issue is if another hole of even a tapped or drilled hole is added unlike SW which just updates in Inventor you have to not only alter the sketch and exit but then edit the feature as well and pick the new profile to add to the cut or pick the centres to add to the drilling...
