A partial stiffening ring does not seem to be an answer to your problem. The best solution is to use tailing beam (2 point) as shown in "Base ring stiffening Configuration", page 406 of ‘Pressure Vessel Design Manual’ by Dennis R. Moss (3rd Edition).
