Just wondering which side of CTs for distance protection shoul be shorted. If the VTs used are located on the busbar should the shorted side be towards the bus for the relay to look forward?

I have a scheme whereby the neutral of a 23MVA 33/11kV trafo has only one neutral CT (BUSHING) of class X. The incomer breaker too has class X CTs. I want to use ICT to be able to use the single bushing CT for both SBEF and REF.
Is it safe to use the ICT or is the REF alone...
In the applications I have come across, the voltage is actually monitored just after the fuse. You may use continuous rated contactors. The condition of an MCB NOT tripped must also be met to alarm. Variuos manufactrurers have such contactors. I haven't come across a compact unit/relay for fuse...
