Exactly, you have to define quake STATIC load cases to ETABS specifying the equivalent seismic loads to be applied on the structure.
It is your choice how you will specify these STATIC loads -either according to your seismic code regulations for ELF or to match the responce...

as far as i know, the only solution is to incorporate equivalent seismic load cases into ETABS analysis just to export their effects to SAFE model.
