Try adding three or four weeks to big projects for the management of data. This will help put it into perspective. If that doesn't work allocate one of the solidworks users to do file maintenance for twenty hours a week.

I have reinstalled edrawings 2004. I can open a solidworks drawing from edrawings 2004, the rotate and animate icons are grayed out. An edrawing has very little value if it can't be rotated.

I am looking into different methods of creating features to see which method is better from a file size standpoint. If I bring up a file, save it immediately and then close the file. When I check the file size it has increased. It does this every time. Why?

The main issue here is that SolidWorks is a surface based software, not feature based. Therefore you can't dimension from features. You can only dimension from edges of the surfaces that were created by the features and of course datums axis, etc.. If that surface or edge is removed by...
This issue is just a side effect from having bi-directional mates. Renaming the mates is a very good tip. This is also a great tip when you have configurations that use different mates ar different values for distance mates.
