if "Lenght" is a lenght paramater and the value is 50.225mm
the round() command needs a real paramater as input. By divide 1mm you convert the lenght to a real.
a) (round("Lenght"/1mm))*1mm should give 50mm

I'm not sure it's possible to add text and annotations to a STEP file.
In genaral I would say that there are programs that handle import/export of IGES and STEP better than CATIA V5.
There is now good solution (that I know of) to this issue. You can work with different representation etc but none of the work-arounds is good enough (in my opinion).
I'm still waiting for a solution not another work-around from DS.
