The answer is no, ASME requires that the certificate Holder have the required Code books. This is verifed by the Joint Review Team Leader during the review. If this did happen then the entire Review Team including the Leader did not perform in accordance the ASME prodedures.

Weld reinforcement has nothing to do with efficency. Maybe you are thinking about Section I? Up untill the 1980's you only got 100% when the reinforcement was removed. Review UW 11 and 12.
The hammer test was taken out of the Code in the early 1950's. I was to be applied only to welded vessels rivited vessels were exempt. Welding was a "new " thing and they didn't trust it.
