Patran has NO elements for axisymmetric analysis. That option is limited by the solver that you are using. Since you are limited to TRIA elements, then you must be using Nastran as the solver. If you use Marc or Abaqus, you can also use QUAD elements for axisymmetry.

If you are using Marc, all you need to do in atran is to keep your geometry in X-Y space (Z=0 everywhere) and keep the X axis as your axisymmetry axis, that is all. Also, all the normals of the shell elements must be in the positive Z direction.

That depends on which solver code you are using. If you are using Nastran, you can create the PSD curves using fields "frequency dependent, non-spatial". If you are using Abaqus, you can define them directly during the step creation process under the analysis menu.
