I came across some 4" stainless steel pipes with carbon steel flanges and valves(butterfly), I first thought it was a mistake but further cheking revealed that all the flanges and valves are carbon steel as listed on the isometric.
But the piping material spec. sheet quite ok has s/s flanges...

If I uderstand you well, you are asking of axial tensile strength and hoop(circumferential) stress in a cylendrical vessel under internal pressure, If it is so, a simple relationshinp exist-
hoop stress = 2*axial stress (tensile)

Please clarify, If macnining of the raiced face will enable him bolt FF to RF what is wrong with using a spacer same material as the RF flange as he suggested?
I feel if the sapacer can be machined to fit well it is ok.
If this violates any pining code please let us know.

What an interesting posting, I think what is missing is to differentiate between heat treatment and stress relieving.
Heat treatment is a term applied to metalls for several purposes including stress relieving after machining, other popurses are tempering to remove brittleness and even quenching...
We usually consider the feed line size to determine tank overflow size eg. if the supply line is 6" we choose 8" for overflow. Simply becouse becouse an 8" line can can accomodate any supply at any rate from a 6" line.
