ROV Torque Tooling
Typically no, I have not seen the type of "spike" in torque values as you are suggesting. As the torque tool is typically driven by hydraulic pressure & flow from the ROV, limiting the pressure via some type of relief valve would seem a suitable solution to prevent excessive torque.
