Appendix D of the ACI 318 on anchorage will tell you what you need to know. Powers and Hilti have free design software for adhesive anchors and they work very well (I like the Powers one, myself).

I found ASME 17.1 2007. There was no mention of the specific procedures related to rail stops when testing the hydraulic system. I only noticed the requirements for the mechanical devices to be used in service.

My point was that full dead load can't be subtracted from wind load. I was using ASCE 7 10 as an example. That applies regardless of the new wind codes.

I haven't looked at that publication. I agree, something is suspicious about that force value. We were told this was a temporary stop for testing equipment. Would that be applicable to ASME A17.1? I'll have to take a peak at it if I can find it.

Agree with bridgebuster.
If you REALLY want to switch, your chances of being recruited will be slightly higher if you try employment at a DOT office. Private firms with DOT contracts aren't going to be as forgiving with your previous experience.

If you are saying you have no experience with condition assessment of structures, then I do not recommend reading a book as a reference. I recommend getting a mentor who is experienced in structural assessment - and maybe using condition assessment books as a reference when you are experienced...
I agree with Crackerjack - AASHTO or your State DOT is going to be your best bet (hint hint: DOT's tend to give out their standards and spec for free via their websites).
