Thank you to those that answered and tried to point me in the right direction. I found that those Assembly Constraints that I was trying to find were part of a sub-assembly component in my part file. I was able to move them to the layer I needed to. Thanks again for your help.

@jerry1423, It opens correctly, but I made some changes and did a "Save" and now I need the older version back without those changes.
