How big the SUTA is ?
Perhaps you can utilize an umbilical basket which can deploy with SUTA. However, if the MBR of the umbilical is big, this method is not practical.

Actually the subsea control system vendor have designed the system as what AcesHighJoker advice. Not only the valve, they already put some Hydraulic accumulator subsea. The intention is to maximize the response time.

Correct, the pump goes to near zero flow. But, it's depend on pressure inside system.
In braking mode, the application has some mechanism to decrease or increase operating pressure depend on required braking torque.
So, oil will always circulate through oil cooler.

Of course if we choose subsea completion, we will not need any jacket. But the cost to have some subsea completion are very high if you compare with others, especially if in life of field we have some problem with the well. To rent the vessel, they daily rate is amazing...
