I want to connect my laptop to our s7 400 plc through our ethernet network, I know it can be done because our contractor uses this method. The problem im having is setting up the siemens netpro (I think thats what its calle) software for my ethernet connection. Can anyone help

Do you need to get to the Program via Ethernet or do you just need data from the PLC?

Basically the way we had to get it to work was to buy a piece of software, I think it was called SCMN7 industrial ethernet - from siemens. This will open up the setup properties in your simatic manager to be able to connect over ethernet. Standard simatic manager wont work.
Try asking the contractor if he can borrow you it...........

If you have to get the program through Ethernet then you have to use SimaticNet.  If you can use the programming port you have other less expensive options.
