1. Can 6AL-4V be heat treated to a minimum of 160,000 KSI?

2. If so, how can I calculate what its shear strength
   should be for the following case:
   Let's say I need to produce a 4" long shaft made from   
   such material 1/2" in diameter and with a 3/16" hole
   drilled end-to-end along its length in the center of
   the stock. Thru that 3/16" hole I intend to insert an
   11/32" shaft of the same material.

3. What can I expect the rockwell (RC) to be if the
   tensile strength after heat treat is 160,000 KSI.

For starters, attached is a technical spec sheet on the Ti6Al-4V alloy by Carpenter, which should provide some background information and help to answer your questions;

If you enjoy golf, the maxmium hardness (40 HRc) for the solution treated and aged Ti6Al-4V alloy can be found in the article on golf club material in the tech article link at the bottom of the spec sheet mentioned above;

"AEROSPACE ALLOY HAS BEEN A HUGE SUCCESS IN GOLF CLUB DESIGN"
