I a doing the site grading on a steam injection heavy oil plant in Alberta,Canada. The site has recieved alot of rain and has saturated the ground. What would be the quickest way to dry out the site.

Do surface grading that will eliminate any standing water.  Provide perimeter grading that will route any offsite drainage around the work area.   Disking the site will increase surface drying.     If the problem is groundwater, you may have to install well points.

if the soil is clay, you may want to try lime or portland cement.  see recent posts in the following thread regarding the methods of drying out wet material.

Where are you?...I know of a couple of sites in the Primrose range and have seen them.  If your site is one of those, they should have been pregraded so that runnoff could have collected to the low end.  Spring is going to be a bearcat as well.  If it's the new Imperial site, pre-grading could have helped a bit.  Mind you, we did get an aweful lot of rain over the last two weeks.

Disking will work if the area is stripped and relatively free of organics, once you can get the equipment on it.  The cost of the additives, particularly the hauling will be expensive.  My suggestion would be to wait a bit and then attempt to disk the material with a good sized crawler.
