Does anyone know of a service who can convert a Solidworks (.sldprt) file to a Pro/E (.prt) file without having to construct the whole model?

Check out Elysium Inc.

They have an application which, according to them, can translate feature based models between CAD systems.

I have not seen it work, so I can not speak to whether or not it can do the job. It sounds like a promising package and is definitely worth a look.
