We would like to use our Argon,N2 and oxygen cylinders for filling CO2 in one of our fire fighting projects. I,d like to know whether we have this permission or not and if there was not any contradiction with standards and safty rules.It is to be informed that all the cylinders will be evacuated and inspected before use and all of them have test pressure more than 200 bar.

I'm pretty sure there are supposed differences between at least the oxygen and the other types of compressed gas cylinders you mentioned (at least in the US).  Reason is to prevent deaths from someone grabbing what they think is an oxygen cylinder and getting something no-breathable.

In 29CFR1910.101, it tells you to comply with a compressed gas association pamphlet; in 49CFR173, you're given regulations regarding filling compressed gas cylinders.
