Can anyone give me the average cost of engineering fill per cu.yd for a huge job of filling a basin upto 80,000 cu.yds.

Yes someone can give you an answer...... one or more of your local earthwork contractors can quote you an approximate price, given a little more information.

You need to provide a lot more details or this question can't be answered.  For example:

Where will the fill material come from?
Who pays to haul it in?
Does the material need to be processed to meet specifications?
Does water need to be added?
What level of compaction is required?
What level of finished grading is required?
Is this part of a larger project?
Where is the project located?
Are the contractors in your area busy or waiting for work?
Will you pay union wages?
etc., etc.

cvg had good points
   It, too, depends on country you are in.  In China, our fill was going for something like 25UScents/m3 (with a haul rate of 10 UScents/km-m3). In Laos, it was about $7 to $9 per m3 - with no haul rate.  In India, it is about $4.50/m3 - depending on contractor.
   Also, remember that in quoting, some contractors will give somewhat unbalanced bids based on their experience about what items will be exceeded in practice and which will be underused.
