Where can I find specific requirements for when Fire Alarm Panels need to tie to the Dampers? Thank you.

Depends on the application.

In the UK, smoke dampers in hospital theatres are deliberately NOT linked to the fire alarm system due to the danger of stopping the hygienic flow of purified air. The dampers in this case are manually operated by the fire brigade.
